A Green Paper
This can be the first step in changing
the law: the Government Department sponsoring a policy and associated
legislative changes are presented as a discussion or consultation document
known as a Green Paper.
This is a proposal rather than a commitment to
action, although many Green Papers lead to the production of a White Paper.
