Local road pricing proposed
Summary
Rising demand for transport is a consequence of a strong
and prosperous economy, as well as increasing globalisation of markets for
goods and services.
'Strengthening
Local Delivery: Draft Local Transport Bill' (Cm. 7043) aims to tackle
congestion and improve public transport.
Building on the ideas
outlined in the 'Putting Passengers First'
(Available
to download) published in December 2006, the Department for Transport aims
to create a transport system which:
- Sustains economic growth and
improved productivity
- Contributes to objectives for tackling climate
change and other environmental challenges
- Enhances access to jobs,
services and social networks, including for the most disadvantaged.

How does it affect me?
The Paper also sets out proposals for:
- Delivery at the
local level
- Developing the bus market through stronger joint working
between public and private sectors
- Strengthening transport strategy
and delivery in major urban areas
- Supporting the introduction of local
road pricing as part of a package of transport improvements.
The
Draft Bill also proposes that the existing powers and duties of the Passenger
Transport Authorities (PTAs) should be updated outside London, to provide for a
stronger process for planning transport.

The draft Bill was published for public
consultation and Parliamentary scrutiny on 22 May 2007.
The public
consultation closes on Friday 7 September, and full details of
