Delays in single payment subsidies to farmers
Summary
The Single Payment Scheme replaced previous EU subsidies to
farmers based on agricultural production with one payment for land management.
The European Commission gave some discretion to Member States over how to
implement the scheme: the Rural Payments Agency is responsible for
administering single payment scheme payments in England.
This Report by the Comptroller and Auditor General examines examines the
implementation of the scheme, including the Agency's failure to meet its own
payment targets, and the rising costs of the scheme.

How does it affect me?
If you are a farmer receiving EU subsidies, this affects you.
The
failures of the system have undermined the farming industry's confidence in the
Agency, while delayed payments have cost farmers money in additional interest
and bank charges, and caused distress to a significant minority of farmers.
