Welfare and skills reforms explained

Summary

This Paper, ‘Opportunity, Employment and Progression: Making Skills Work’ (Cm. 7288), examines the case for reform of welfare and skills provisions in England.

It is a joint Paper from the Department for Innovation, Universities and Skills and the Department for Work and Pensions.

The Paper sets out how an integrated employment and skills welfare system, where the individual is helped to sustainable employment and progression in work and in learning, might work. This idea was first discussed in 'World Class Skills: Implementing the Leitch Review of Skills in England’ (Cm. 7181) and 'In Work, Better Off: Next Steps to Full Employment’ (Cm. 7130).

Issues discussed include:

  • Principles of welfare reform
  • Integrating employment and skills
  • Increased support with skills - getting into work and beyond
  • Sustainable employment, progression and life long learning
  • Key principles for delivering integrated employment and skills.
