Summary
Freedom, fairness and responsibility are the three main values leading the coalition Government’s plans to make fiscal cuts and reduce the country’s deficits to improve and encourage a stronger society.
'The Spending Review Framework’ (Cm. 7872) discusses:
- thinking innovatively about the role of government in society;
- taking the difficult decisions collectively as a Government to reduce the deficit; and
- consulting widely using all available talents to deliver a smaller state.
The approach is influenced by the Canadian "Star Chamber" model of programme review boards at ministerial and senior official level, developed in the 1990s.
The model sets out to challenge departmental spending plans, question whether activities are essential to meet Government priorities or should be funded by Government, and ask if the activities can be provided in other ways and at lower cost.
The report concludes that the Spending Review will be challenging but that it is the perfect opportunity to deliver renewed Government goals.
