Summary
This Report from the House of Commons Defence Committee
‘The
Defence Industrial Strategy: Update’ (HC 177) examines progress on the
Government's
‘Defence
Industrial Strategy: Defence White Paper’ (Cm. 6697)published in December
2005.
The White Paper sets out the Government's analysis of the
UK's defence industrial capabilities requirement, and included:
- A
strategic overview including information on the principles and processes that
underpin procurement and industrial decisions, the need for transparency, the
evolving defence industry environment, developments and innovation in defence
research technology
- A review of different industrial sectors and
cross-cutting industrial capabilities
- How the strategy will be
implemented and an assessment of implications for the Ministry of Defence and
industry as a whole.
2006 was the year in which the Defence
Industrial Strategy was to be implemented.

While good progress has been made overall in implementing the Defence
Industrial Strategy, the Committee finds that:
- Progress in
reshaping the maritime sector has been “disappointing”
- Concerns
are arising regarding the working in practice of the Joint Strike Fighters
(JSF) programme with the United States
- The Ministry of Defence must
provide opportunities for small and medium defence suppliers to complete for
contracts under the long-term partnering procurement arrangements.
