New vision for getting people back into work

Summary

Professor Paul Gregg's independent Review, 'Realising Potential: A Vision for Personalised Conditionality and Support', was commissioned by the Department for Work and Pensions (DWP) to look at how more people can be helped out of benefits and into work.

'Conditionality' is the principle that entitlement to benefits should be dependent on satisfying certain conditions. Within the welfare system a framework of conditionality has been matched with personalised support over the last two decades.

The Review sets out a radical and ambitious vision for a single personalised conditionality regime where virtually everyone claiming benefits and not in work should:

  • Be required to engage in activity that will help them move towards, and then into, employment
  • Have an adviser with whom they will be able to plan and agree a route back into work
  • Be obliged to act on the steps that they agree will help them
  • Have a clear understanding of the expectations placed upon them (and why) and what the consequences are for failing to meet these
  • Be able to access a wider range of personalised support on the basis of need, rather than what benefit they are on.

The aim is to bring a wider range of claimants into a system of personalised conditionality matched by appropriate support, with those delivering this support having the right incentives to provide the right support, at the right time.

The Review sets out a number of recommendations and is divided into 10 chapters, with three annexes.
