Queen's Speech outlines plans for legislation

Summary

The Queen's Speech, officially known as 'Her Majesty's Most Gracious Speech to Both Houses of Parliament - Delivered on Wednesday, 3rd December 2008' (Cm. Unnumbered), outlines the Government's legislative programme for the 2008-09 session of Parliament.

Legislation will be introduced on the following issues:

  • To ensure fairer and more secure protection for bank depositors.
  • To create Gateway Savings Accounts to encourage people on lower incomes to save more.
  • Reform of the welfare system.
  • Effectiveness and accountability of policing, reduction of crime and enhancement of airport security.
  • Delivery of a more effective, transparent and responsive justice system for victims, witnesses and the wider public.
  • Strengthening of border controls by bringing together customs and immigration powers.
  • A bill to promote equality and help address the difference in pay between men and women.
  • The commitment to eradicate child poverty by 2020 will be enshrined in law.
  • The National Health Service, taking account of the new NHS constitution.
  • Reform of education and apprenticeships, as well as provision of a right for those in work to request time for training.
  • Constitutional renewal.
  • Marine resources and a public right of access to the coastline.
