Committee urges education, employment and training for young people

Summary

'Young People not in Education, Employment or Training’ (HC 316-I) reports that radical change is needed if the Government's latest goal to increase young people's participation in education, employment or training is to be more successful than past attempts.

Some progress has been made towards developing a strategy for 16 to 24 year olds but the Government needs to move more quickly to establish a seamless, overarching strategy for this age group.

The Committee recommends:

  • Integrated support and guidance;
  • Flexibility in education and training; and
  • Rewarding local authorities.

The Children, Schools and Families Committee was deeply impressed by the work done by some local authorities to increase participation rates among 16 to 18 year olds. However, current awards and incentives offered by the Government are not strong enough to drive general improvement.

The Government should consider incentive building to offer to local authorities who are successful in raising participation rates.
