A Statutory Instrument

Statutory Instruments are secondary legislation: they are used to exercise a power granted under the "parent" primary legislation.

For example, Statutory Instrument 1031 - the Employment Equality (Age) Regulations 2006 were created by Government ministers to enact the European Council Directive 2000/78/EC.

About 3,000 Statutory Instruments are issued each year.
